That is a bit of a slippery slope. If she is a U.S. Citizen, I believe she would be required to file Tax and FBAR/FACTA.
It basically saysthat in my U.S. Passport. The threshold of income where one has to actually pay taxes is something like $100,000 USD. I file but don't pay taxes. I guess my "tax" is the price I pay to have my 1040 and FBAR/FACTA paperwork filed.
